Frog characters in media are often presented as well-dressed charismatic and sophisticated gentlemen, however, they can also be arrogant and vain. In comparison to snakes, frogs/toads are usually portrayed as physically unthreatening and sometimes silly, most likely friendly and not often villainous. If they are to be villainous it is probably related to their selfishness. I think they are created this way because people generally are not as put off by frogs/toads as they may be to snakes and lizards because of their assumed harmless nature and endearing appearance.
